The primary purpose of this issue was fixed in https://pagure.io/dogtagpki/issue/1674; the only reason that it was still open was that it was waiting on an upgrade script.
At this point in time, there is little to no reason to keep this issue open, as an update script will never be supplied for removal of this ancient plug-in.
