#389 Change debug_timestamps default to true

When debugging SSSD the time of activity is usually very important in helping to understand what is happening and why. Therefore debug_timestamps default should be changed to true.

Although it might introduce a minor performance hit it should be noted that a) while debugging one always suffers from performance degradation anyway and b) in those cases where this minor additional hit is not bearable one could change the setting back to false.
