#297 man pages should be translatable

In order to localize the manpages we have now, one would have to write a new XML document in the new language. This is not ideal as it presumes that the translator knows XML. We should look into other options, such as utilizing gettext to extract the strings, so that translators could focus on the context.

Thank you, this is also what our docs team pointed me to. I haven't had a chance to do much research lately due to 1.4/1.2 work, but so far, po4a looked pretty good to me.
