#2707 make the list of localauth plugins configurable

We should add a Kerberos provider option that would translate into configurable list of localauth plugins in /var/lib/sss/pubconf/krb5.include.d/localauth_plugin via the enable_only option.

Should be a good idea for 1.14.x

Since the 1.14 branch is transitioning into maintenance mode and new functionality is being developed in master which will become 1.15 eventually, I'm mass-moving tickets from the 1.14 backlog milestone to the "Future releases" milestone.
