#2703 Need better libhbac debuging added to sssd

Ticket was cloned from Red Hat Bugzilla (product Red Hat Enterprise Linux 7): Bug 1238144

Please note that this Bug is private and may not be accessible as it contains confidential Red Hat customer information.

This is a request to add additional/better debugging information printed by
libhbac. Attaching relevant customer cases to it. Please let me know if you
need more specific detail (although Jakub's fully aware of the issue) or need a
RHEL6 clone as well.
