#2104 AD provider should fall back the LDAP if Global Catalog is not reachable

Currently the AD provider goes offline if the Global Catalog cannot be connected although there is also the LDAP port available. The AD provider should fall back to the LDAP port before going offline.

To do this the noexits_delete flag which currently only has a specific use-case for the GC lookups in the AD provider can get a more general meaning. It could indicate that errors like ENOENT and some offline error code will be returned to the caller instead handled internally.
