#1803 SSSD returns System Error if the ccachedir is not writable

We encountered a situation where the SSSD would return System Error instead of a more meaningful error message when the /tmp directory (configured as ccache dir) was not writable.

We should fix the error message. This ticket may be moot when we switch to the new return code scheme.
