#1240 sudo: contact data provider only once

This depends on #1239

Currently is sudo respoder contacting data provider to download default options and rules separately. Once we know the user during the request for the defaults, we will be able to do it in one query. We will return the rules from in-memory cache (or sysdb) when requested.
