#116 Building of tests has an inconsistent behaviour

Invocation of configure --with-tests will not cause 'make' to build the tests. They will only be built when executing 'make check'. If you omit the --with-tests option, they won't be built at all. This is confusing and should be changed to a more appropriate behaviour.

Whether to include the check-based tests will now be based on whether the library was detected at configure time. The configure script will give a warning that missing CHECK packages will prevent some tests from running.
