#1017 Backport SSSD Tool to purge cache

Description of problem:
SSSD 1.6 possesses a tool that can be used to purge the sss_cache, this is a feature request to have the tool backported to SSSD 1.5

BZ is moved to later release. There is no plan to backport it to 1.5.x. Closing the ticket.
