Because the version that is currently tagged does not conform to the new Eclipse plugin filesystem layout that was introduced with Eclipse 3.4 and therefore, just plain doesn't work.
eclipse-phpeclipse-1.2.0-0.4.svn1573.fc10 fixes this.
