You need to follow package guidelines and get it re-reviewed (due to the time since it was blocked). Once you have done that the un-retire can be done automatically in the pkgdb interface:

The package was not rebuilt for quite a while and failed due to dependencies issue.

Push access to SCM is ok.

"fedpkg build" for master fails with "BuildError: package vdsm is blocked for tag f26".

Please unblock f24, f23 and possibly others if blocked.
