libcacard was once standalone-ish, then was packaged with qemu so it was retired as a toplevel package. It's now separated out again, and has been re-reviewed here:

unblocked in f24. you need to file a request in pkgdb for the package ownership and branches etc https://fedoraproject.org/wiki/PackageDB_admin_requests
libcacard is unretired in pkgdb now, but building fails:
