#6296 Please unretire libcacard

libcacard was once standalone-ish, then was packaged with qemu so it was retired as a toplevel package. It's now separated out again, and has been re-reviewed here:

unblocked in f24. you need to file a request in pkgdb for the package ownership and branches etc https://fedoraproject.org/wiki/PackageDB_admin_requests

libcacard is unretired in pkgdb now, but building fails:

11948970 build (rawhide, /libcacard:a601f98efeed8e21a7d3ca5cde8fe7a005ac37b7): open (buildvm-18.phx2.fedoraproject.org) -> FAILED: BuildError: package libcacard is blocked for tag f24

Sorry, there was some confusion about how to handle everything. It should be all fixed now.
