This isn't really a rel-eng issue. The decision to which packages are included in the cloud builds is a issue for the Cloud WG, same for all other working groups. rel-eng produce the images, we don't define what's in them!
Having read the other BZ I'm not closing this just yet to save jumping between bug tracker instances. The proper place to bring this up is either the cloud list for discussion (IMO the best place) or the cloud bug tracker:

rawhide kickstarts were fixed on April 25 2015 by Ian McLeod. But they chose to not make changes to Fedora 22. Release Engineering makes the images, but as Peter said it is not up to us to define the content. We do have plans to make updated images as Fedora 22 rolls along. you should work with the cloud WG to get the changes backported to Fedora 22.
