#6190 Blocked packages can still appear in updates and updates-testing repos

Looks like packages that have gotten blocked in the f22 tag can still show up in the updates and updates-testing repos if they are tagged as such. As an example, ghc-shakespeare-text is blocked in f22:

Why did you not mention ticket:6188 where you commented about this and which describes the cause of this problem? Then I do not need to investigate myself to find it. Also limb already wrote there, that there is nothing that can be done now. Thre is a strict rule that nothing that we shipped will be removed from stable releases.
