Koji now builds v3 of qcow2 images, but most of the cloud infrastructure requires v2 of qcow2.
There was a discussion[1] over the same in Fedora Cloud list, and we need the latest imagefactory to be deployed in the koji cloud image builders for this issue to be resolved. The corresponding patch can be found at [2].

The patch needs to be applied to a build taht is pushed as a Fedora update for Fedora 21.
to further this, koji itself is running qemu-img on the raw image and doing the conversion and needs to be patched. no one is tasked with working on it.
