This can not be done sorry, novnc is part of rhel6 and I am guessing is the reason it was retired in the first place.
novnc is not part of rhel6, it is shipped in layered products rhevm and rhos Reason it was retired is explained in my post to Fedora devel list, linked in description.
https://infrastructure.fedoraproject.org/repo/json/pkg_el6.json had it listed. but it was included due to the inclusion of channels that should not have been included. package has been unblocked
