python-rdfextras is an add-on to python-rdflib and has been merged into python-rdflib from 4.0+.
rawhide, f21 and f20 are having python-rdflib 4.1.2 and python-rdfextras conflicts with it therefore we should block and if possible remove python-rdfextras from the repo on rawhide, f21 and f20.

Note: as pkgdb admin, pkgdb2 let me 'retire' the package when I ran @@fedpkg retire@@
Packages cannot be removed from stable releases, therefore python-rdflib needs to use Obsoletes/Provides in python-rdflib to remove the conflict with python-rdfextras. This also makes sure that systems where python-rdfextras is installed get python-rdflib instead.
