RHEL-6 doesn't have php-devel.i686 in the x86_64 tree.
So all php-*-devel i686 packages (from extension) should not be copied in the EPEL-6 x86_64 tree.
Ex: php-pecl-msgpack has broken dependencies in the epel-6 tree: On x86_64: php-pecl-msgpack-devel-0.5.5-4.el6.i686 requires php-devel(x86-32)

CC'ing notting, do you handle/do mash for epel too? if not, do you know who does?
Or heck, just filing a bug against mash @ http://bugzilla.redhat.com/ is probably the best way to make that happen.
