BTW. When I ran scratch build from perl-Capture-Tiny master branch, the rpm release was 0.19-1.fc19.noarch http://koji.fedoraproject.org/koji/taskinfo?taskID=4367877
However, when I run build from the same branch, the release was 0.19-1.fc18.noarch. http://koji.fedoraproject.org/koji/taskinfo?taskID=4367919
The scratch build was run with provided srpm perl-Capture-Tiny-0.19-1.fc19.src.rpm created by fedpkg.
fedora-release building had to wait until the branching was complete. everything is as it should be now.
