how many packages are involved? and what kind of breakage could we expect while the work is underway?

httpd plus about 40 packages needing rebuilds against the 2.4 module API/ABI. The breakage would be broken deps (plus loss of functionality obviously) until dependant modules are rebuilt.

If there is no objection to having broken httpd+mod_* packages in the tree for a while then we can do it directly in dist-f18. Up to you guys.

I think that's probably acceptable, assuming fixing up possible breakage won't take long?

We'll be somewhat dependant on work of individual maintainers for that, but I'll make sure the most commonly used modules are converted over as quickly as possible.

getting the daily broken deps nags may help get it done quicker. I think for ~40 packages thats its fine to do it in rawhide directly
