Untag mingw32-runtime-3.18-2.fc15 from dist-f15 and tag older mingw32-runtime-3.15.2-5.fc13 there, please.
Current mingw32-runtime-3.18-2.fc15 is badly broken (check https://bugzilla.redhat.com/show_bug.cgi?id=629209) and it breaks mingw32 build chain.

Unfortunately it's not possible. Rebuild of both old/new result in a broken rpm.
What's holding back the untag? This is currently blocking all mingw32-* builds. Unfortunately, the only real solution for this issue is switching to the mingw-w64 toolchain (which is much more actively maintained than the current mingw.org toolchain). We're currently making preparations to switch to this toolchain, but we failed to get everything ready in time for Fedora 15 so now we're targeting Fedora 16. However, we need to have a working toolchain in Fedora 15 so that's why we want to have the broken mingw32-runtime 3.18 package untagged.
