#4326 need a tag to rebuild gtk3 and dependencies for rawhide

I want to put gtk3 2.99.0 into rawhide, but that will require me to rebuild everything that depends on gtk3 (at this point some ~60 packages). I'd prefer to sort this out in a tag instead of causing lots of transient breakage in rawhide.

For a name, both dist-f15-gnome3 or dist-f15-gtk3 would work ok
