I am intending to retire the xorg-x11-drv-radeonhd starting with F14 as announced in
http://lists.fedoraproject.org/pipermail/devel/2010-July/139163.html
This ticket is to ask rel-eng for "the [xorg-x11-drv-radeonhd] package to be blocked from the appropriate collections in which it is retired" according to

Unfortunately, the maintainers of xorg-x11-drv-ati have not added the appropriate "Obsoletes:" yet (https://bugzilla.redhat.com/show_bug.cgi?id=617149), so I have not actually committed the xorg-x11-drv-radeonhd dead.package file yet or marked xorg-x11-drv-radeonhd as "retired" in the pkgdb. My current plan is to do that once a new xorg-x11-drv-ati is available, unless directed otherwise.

IMO, go ahead and mark as retired now, no need to wait on the Obsoletes (but it's ultimately up to you).
If the Obsoletes takes too long to happen, we can always flex a little provenpackager muscle here.
