package renames need to be done via submitting a new package review.

The merge review #226375 is still open. I think we can do the renamal at the same time: just don't upload the new spec & srpm to the rng-utils cvs branch (make them available in another way), after the package has passed the review you can make the new branch request for rng-tools and mark the old rng-utils branch as dead.
