Two changes in this build:
1) actually set a non-zero padding for the notification area on the login screen (Ray copied the panel code for this earlier, but didn't actually set a padding value in gdms GConf db)
2) make the Lock Screen and Switch User menu items in the user switch applet obey lockdown keys
Tested by myself, and both work as intended. If you want to try yourself, the first shows up as slightly increased space between the a11y and the battery icon on the login screen, and the second can be tested by setting /desktop/gnome/lockdown/disable_lock_screen or disable_user_switching in gconf-editor, and opening the menu on the user switch applet.
Tested; the icons appear to be better spaced now. Basic login & switching operations work. +1
