No code changes from upstream. This is a simple spec file fix.
It was spotted that a fence-agents update in F10/F11 (3.0.4-1) was broken.
The change in F12 is not required if not for: - keep spec file consistent across the board - allow F11+updates to update to F12 (during testing)
The package is not in the critical path list.
