This build fixes the following:
1) Fixes abug where user was prompted for a password when listing keys on an ostensibly empty system key database (#527048)
2) Fixes setup-nsssysinit.sh script so it actually to handle more general flags formats (#527051)

The changes has been reviewed and tested. We would like to have these fixes for the upcoming NSS/Crypto test day for October 29.
