#1679 Freeze break request for perl-Net-OAuth and shortrpm

I'm using a single ticket for two freeze break requests (to be voted on separately); hope that's not a problem.

New package,
therefore zero-risk.
Not accepting and postponing won't have any serious consequences either
(I am not sure whether it's a common practice to tag new packages past freeze, but I think I saw that happen)

perl-Net-OAuth-0.14-2.fc11
This adds a missing dependency and nothing else

* Not accepting this won't negatively impact any other Fedora package, since nothing depends on this. Third party applications do


Moving, tagging the perl package. shortrpm can go out as an update.
