But I need to build bouncycastle-mail against this version of bouncycastle. Can you tag bouncycastle for f11 buildroot override please?

Honestly, since I'm not a real java programmer, I can't do extensive tests. I just tested basic stuff with itext, which depends on bouncycastle and bouncycastle-mail, and things work without issues.
Since the upstream advised to upgrade to this version with big fat security warnings, I think it would be appropriate to trust them.

It's require that you make a override on bouncycastle-mail too, because it's depends on bouncycastle.
I have talk to oget about this issue, because a build of iText-2.1.5-2.fc11 was failt on koji.
