xemacs-devel.i586 is not needed in the x86_64 repo; there's nothing else i586 from xemacs in it (and shouldn't be), and the -devel package is of dubious usefulness anyway, and nothing depends on it. It can be multilib-blacklisted. F-11+ is fine, no need to touch older repos.
I'm not sure we want to continually grow the blacklist. What is in the xemacs-devel package in the first place? Perhaps the files there should go in a different package that doesn't have assumptions placed on the naming of it?

We include perl-devel and python-devel even though we only ship one wordsize of the interpreter. So I don't feel like adding more multilib blacklists of this sort.
If nothing reqires xemacs-devel to build... just don't build the subpackage.
