Why? What do they fix?

The freetype one fixes an unindented ABI breakage that went into upstream 2.3.8. 2.3.9 fixes that. We don't need to rebuild any dependent packages though. Bug 489928

Fontconfig one adds a variety of new language definitions, as well as being my "released" version in a series of development git snapshots I pushed in rawhide before. I'd rather see that one in f11 instead of a git snapshot of my tree that I have rewritten since.
