#1136 qgis-0.11.0-4.fc10 stuck as "pushed to stable" but not in mirrors

qgis-0.11.0-4.fc10 has been marked as being pushed to stable in bodhi, but isn't showing up on the mirrors.

I tracked down why these were not caught by my bodhi-tagcheck script, updated our sanity checking scripts so this issue would be caught next time, fixed the tags, and kicked off a new mash.

After fixing some issues with the bodhi-tagcheck script, I also caught and retagged the following builds
