#907 Check configuration version during startup

Similar to ticket #906, Dogtag servers should check the configuration version number when starting up. If the version number is missing or older than certain version the server should not start because the server behavior might become undefined.


This is required for CA migration. If the configuration version is found to be too old during startup, the configuration should be upgraded automatically.

We detect configuration version numbers and automatically update them.
