#906 Check database version during startup

Once ticket #710 is implemented, the database will have a version number in it. Dogtag servers should check the database version number when starting up. If the version number is missing or older than certain version the server should not start because the server behavior will become undefined.


This is required for CA migration. If the database version is found to be too old during startup, the database should be upgraded automatically.
