#757 Allow unescaped '%' characters in deployment file password values

As part of the investigation of ticket#755, we found that escaping of '%' characters is needed is pkispawn deployment files due to our use of interpolation. This is fine in general, but it would be ideal to not require escaping for our password settings, which don't need to set interpolation.
