Per discussions regarding TRAC Ticket #706 - Disable SSL3_RSA_WITH_DES_CBC_SHA, this ticket is being filed to fix the upgrade tool to disable SSL3_RSA_WITH_DES_CBC_SHA in any existing instance.
We should not fix this, as they may be using these (non-recommended) ciphers. We don't want to modify someone's explicitly set config. New instances will not use DES, which was handled in ticket #706.
