#657 Setup a test framework which does integration testing automatically

Top level tasks -

-- Evaluate tools to find out the best one for the task.
-- Setup an environment that automatically initiates an integration test when there is a checkin.

-- Write test cases.


Primarily for Dogtag master branch on an F18/F19 machine. The setup will further be extended to cover other branches and environments.
