#470 Prevent concurrent execution of pkispawn/pkidestroy

There should be a locking mechanism to ensure that only one invocation of pkispawn or pkidestroy is running at a time. This is important for SELinux.

It needs to be clarified whether the locking is for the whole system or for a particular instance only.
