#2354 [TPS] missing activity log entries via UI and CLI (while correctly recorded in LDAP)

It is observed that when doing non-ExternalReg enrollment, the "add" and "format" activity log entries seem to be missing if looked at via TPS UI or CLI (showing ONLY "enrollment"). Upon close examination of the ldap records, they are actually found to be present.
This behavior does not happen with externalReg, which produces "add", "format", "recovery", and "enrollment" correctly.
