Currently, Lightweight CAs are created on the NSS "internal key storage token". i.e. cryptoManager.getInternalKeyStorageToken() is explicitly used.

We must generalise the code to support HSMs, as well as introduce handling for situations like hitting limits in the number of keys that a particular HSM can handle.
FreeIPA does not yet support HSM (see https://fedorahosted.org/freeipa/ticket/5608) so I'm initially setting milestone 10.4.
