The PKI system users have a 'state' field which doesn't seem to be used anymore. The TPS UI should not display the field. All references to the field should be removed from the code. The field may need to be removed from the LDAP schema as well.
Ideally the field should be removed from existing database for all PKI subsystems and the schema should be updated as well, but that will require a database upgrade framework (ticket #710).
