#1729 Introduce new systemd-rpm macros in pki-core spec file

Fedora 18 changes the way how to work with services in spec files. It
introduces new macros - %systemd_post, %systemd_preun and %systemd_postun;
which replace scriptlets from Fedora 17 and older (see
https://fedoraproject.org/wiki/Packaging:ScriptletSnippets#Systemd,
https://bugzilla.redhat.com/show_bug.cgi?id=850016).

Per PKI Bug Council of 06/23/2016: 10.3.4

Attaching the lone spec file which utilizes 'systemctl' within its logic.

I do not believe that we have anything that requires us to add these new macros at this time, and so I am closing this ticket as WORKSFORME.

If this ticket has been closed in error, please re-open it with an explanation of what needs to be "fixed".
