#1406 improve logging when a subsystem is disabled

On startup, if a subsystem's self tests fail, the subsystem is automatically disabled and is no longer deployed. We need much better logging of this event.

  1. We need big logs and maybe console messages when the subsystem is initially disabled.
  2. We need some logs/ console messages on startup -- most likely in the pkidaemon utility when subsystems are present but not enabled on restart.
  3. Documentation in man pages ..
  4. Documentation in trouble shooting guide/ quick start? other ..

One symptom of this is no webapp based logs being created/updated on restart. (As one would expect). This caused lots of confusion.
