#1377 Inconsistent audit log file names

The audit log file names are not consistent across subsystems:

ca_audit
kra_cert-kra_audit

They should be renamed to be more consistent, for example "<subsystem>_audit", or just "audit". An upgrade script is needed to update existing instances.
