Upgrading Dogtag from F21 to F22 may fail due to possible Tomcat 7 and 8 conflict on F22. See the following tickets:
Due to this problem, it's recommended that on F22 Dogtag should have explicit dependencies on Tomcat 7 packages. While this may not fix the Tomcat conflict itself, it would help people resolve upgrade problem by manually removing Tomcat 8 and installing Tomcat 7.
