Fedora 22 has Tomcat 7. Starting from Fedora 23 it will be replaced with Tomcat 8. During upgrade all existing Dogtag instances should automatically be migrated into Tomcat 8. The actual migration may happen during upgrade time or during startup time. A manual migration tool is already provided in ticket #1264.

Please reprioritize, this is rather critical issue as FreeIPA upgrade to F23 simply fails - see linked bug.
