A new set of theme files should be created for RHCS 9.0 similar to the Dogtag theme files currently stored in the dogtag folder in the source repository.

A number of changes have been made to fix #406 and #499. It should be possible now to copy Dogtag theme and customize it into RHCS theme.
All work on the Fedora side of things has been done for this ticket.
