#1281 CMake issues on F22

The CMake on F22 is more stringent, so it generates some errors that do not happen on F21. Some CMakeLists.txt files need to be updated to fix the problem, and then tested on both platforms.


Per 10.2.3 Triage meeting of 02/26/2015: leave here until we now which release is on F22

This is needed to build Dogtag 10.2.2 on F22.
