TPS UI shows all the profiles as disabled by default, but enrollment and format
succeeds

How reproducible:

always

Steps to Reproduce:

1. Go to https://<hostname>:<secure_port>/tps/ui
2. Choose profiles
3. All the profiles including userKey are listed as disabled
4. Enroll and format a token using tpsclient

Actual results:

userKey profile is disabled but enrollment and format of tokens using tpsclient
succeeds

Expected results:

Enrollment and format should not succeed if the correspondng profile is
disabled
